I think it's one of the shaders that can just drop now if I'm wrong (totally possible) I know xur has, had the armor that drops it on dismantle in the past.The following could be a fair, yet earnable solution. -reset your rank and get one. -guild your title and get one. -preform a great feat in gambit and have a chance at one (didn't die, banked the most motes, most damage, most kills etc.) I can see where your coming from, it should be rare.
