Yea, Bellower is a stat whore. He needs stats, and a lot of them. I did this in this order: 6* > 100% crit > crit damage > attack % > speed > attack. If you are just going to use him for farming 12-3- you don't have to get much speed, like 10-15 total. This will give you enough to go first each round and still maximize your damage output.Doomscreech Skills. Attacks 1 enemy 2 times. Has a 25% chance of placing a 50% [Decrease ACC] debuff for 2 turns. Fills the Turn Meter of all allies by 30%. Places a 60% [Increase DEF] buff on all allies for 2 turns. Attacks all enemies. With the correct masteries, I've found this to be the minimum stats on bellower to one shot 12-3 brutal; he just barely kills Shazar. I wouldve done a speed build but I cant spare the gear right now.
