Try to load the game without any faction mod or mods that adds stuff on the map. Then load them one by one to see where the problems is. Steam's usually very picky with workshop interaction with games. Past that, if you unsub and resub to something, does a download actually happen?This is a fact within all games, not just RimWorld, and if you're going to use mods you do so at your own risk.
