I was genuinely surprised Matsuri got buffs in the recent patch. She's got an amazing kit so long as you build her right. I agree with you on the special, it's really obnoxious to use, though it is quite strong. Matsuri is one of the best tank builds in the game. Her God ability dishes out a lot of damage and pairs really well with the breastplate.
Definitely go for Headphones, Breastplate, and Membership. Limit your weapon slots to whatever you need, because stat ups are op. For fauna, prioritize health>dmg>haste>speed.
