Tl;dr: Increase the inquisitor armour set bonus from 2.5% to 5% to make it have equal max hit to torva. This way inquisitor will stay relevant where it is relevant today, and make torva replace bandos only, which seems like what was the intention with the update with repair-cost and what not. All 3 armour sets will be relevant.4 short stubby equal spikes on the OSRS helmet instead of 4 long sharp spikes of different lengths on RS3.
