Because most of the stuff about evasion\dodge not being useful is said in the context of dominating difficulty (30% combat skill increase for enemies). On Hard and lower it is pretty good. I don't have anything to back this up but I would have to guess that the people with a LOT of hours have probably started the game over and over trying out different builds before actually playing through it.
