If they hacked their way in and you have video you can definitely report it and get those accounts banned. Not sure if VRChat does IP banning but that's kind of useless as they'd just grab a VPN. All official versions of ReShade are whitelisted internally by EAC for a reason (it should detect if you’re using a modified/hacked dll to somehow “cheat”). VRChat should not touch this.
