You are often better running as your scav (so you can't get items), or going in with a budget kit with your PMC. Now i know this sounds weird and shady but If you run nvidia's experience on your pc then go into app settings and find tarkov exe and turn off vsync off. Then go ingame and in the menu turn on the vsync and that will unlock your frames. That might take care of your problem.Offline mode should reward skill xp as even though there is no risk, there is still a decent amount of time spent in each raid. Things like throwing grenades and shooting to gain strength/recoil control xp should not be added or severely nerfed in offline as they could be abused.
