If you dont even have the option for the Megastructure on your right click then you have not researched the rare tech needed to build it. The Megastructures ascension perk on the current patch just unlocks the research. If you do have the option in the right click menu of your builder it should tell you why you cant build it.You can boost it up to 4 in vanilla: +1 from perk, +1 from unity ambition; last one is available for the members of maxed research cooperative, you'll have to be materialist/robot to establish one. you can get it up to 4 if you have the ascension perk, the ambition and living metal active at the same time.The empire size penalty might look scary, but the effective increase to your total size is exactly the same as colonising a new planet as a normal empire. To be honest, Frameworld is terribly weak. You need to build a tons of houding district, sometime even 1/2 or the Frameworld is housing.
