Make sure all the Oculus programs are set to high performance in the GPU settings and redownload the Oculus software, then hit repair. After doing this it popped up. :) Not sure if this helps anyone, but if anything chat with the support they are super helpful.

The first symptom will be that the content on the oculus home/browser won't load, as if you had no internet. You won't be able to access the configuration tab either. 1. 3 dots, no image means your headset is not getting enough power, make sure you are using a 3.0 usb port or else you will not get it to work, you can tell they are 3.0 since the inside of the port is normally blue.
