I think so for resilience, though it can probably technically hit 201. 30x4 for the highest base resil you can roll on each of the four pieces = 120. +10 for full masterwork = 130. +50 for 5 mods = 180. +20 from stasis fragments = 200.It is an easy choice for titan since it affects class cooldown and damage reduction in one stat. If you didn't want to get killed by a 2 headshot one body you needed at least 5-6 resilience to survive a 120. Now that 140's are meta yet again, resilience doesn't matter. I run 90-100 at all times. To follow up, a single sniper resist reduces damage form anything more than 25 meters away, meaning this is basically a 25% health increase. Making you not 1 shottable by a sniper. If you want to be super safe, 2 is a 40% reduction. You can get 100 resilience and 100 recovery with void or stasis fragments. Other than that it's impossible ( correct me if I'm wrong) . Normally 3×100 or 4×100 require some combat mods that give 20 stats for mobility and strength.
