On one hand, we have Thanos, who has more versatile powers and is able to abuse, to an extent, Surtur's great weakness, which is magic. But Surtur's abilities are more destructive in nature as he can, with his fire blast and roast an entire universe.Surtur would win in a fight against Thanos because he is, in theory, more powerful.
