If, after testing, you find qualities are consistently too low or too high, the Supply Crate Loot Quality Multiplier setting in the General Settings editor can be adjusted. A value higher than 1 increases quality, so values lower than 1 decrease quality.

From my experience this weekend, single player fjordur isn't spawning any loot drops or artifact crates on the surface or in caves. I think the carch update broke something.
