Yes, they are the deciding factor for a weapon. Cells you can swap (or just forget with Legendary bonds), elemental bonus doesn't really matter that much, but if a UE (Unique Effect) gives you +28% damage (in case of Riftstalkier) or one big hit once in a while (Pangar, Hellion, Charrogg) it's better than anything else in the game.
