This is also effected by if zombies are evenly spread or if you checked the option to have more in denser areas like the mall. Just do be aware that Population multiplier is used as a base for Starting and Peak population. This means that if you set BasePopulation to x4.0 and PeakMultiplier to x4.0 you'll get x16 the zombies at peak day, if your respawn options are able to keep up.…

If you want some challenge, increase them instead. Personally, 1.0 population and 2.0 peak after 6 months is my ideal balance between the two.
