I know I've done it correctly cause once you stop the clock on 9:35, lighting continually strikes the clock tower for the rest of the game, but for some reason the game isn't teleporting me by wallrunning on the circle by the mpd.Apparently it's possible the clock tower step and travelling back in time that way is actually unrelated to the main easter egg. It might be a separate easter egg to get a free gobblegum, given that the plunger turned out to just be a gag melee item.
