For personal quest #2, the wording is to collect loot CARDS from loot tokens. The quest is not about collecting resources, but cards. Cards are indeed collected whether a scenario is won or lost, but resources are not collected during a failed scenario.

You can get these in chests (rarely) or when you unlock something you've already unlocked from a Personal Quest. The rest are from City and Road Events (mostly City). A lot of those are from the cards added to the deck when a class retires.
