As with every other boss battle in the game, it is crucial to spare Papyrus. You need to dodge his attacks and choose to spare him repeatedly. Eventually, he will launch into his (not so) special attack. Surviving this maneuver will end the encounter with a peaceful resolution. But sparing Papyrus isn't enough to ensure the True Pacifist ending.
