Lacerate is almost exclusively useful on soloing. classes with a 2 cooldown shorter than 4 seconds, OR if you really want the hit consistency on classes. ECM, CMP, YnR, etc. More of a QoL enh and usually used to hit thresholds, rather than DPS.
