I found this government type listed on the wiki but when I tried to create an empire that fits the requirements (A hive mind with the "Cordyceptic Drones" civic) but the government type was listed as "Collective Consciousness".You need to be on the 3.6 update, and you need the Necroids DLC. For everyone else I think they are still trash. (which is why I like to use a custom mod to buff things I think are too underpowered)In the 20-30 years it visited only the other guaranteed habitable planet at year 10 or 15.
