Fundamentally, the problem with Catalytic Processing is that unlike other civics that enable unusual economic builds like Agrarian Idyll, Anglers, Mining Guilds, and even Citizen Service, Catalytic Processing requires you to already have an unusual economic build and *somewhat* pays it off. It also makes you rely a lot less on mining districts, so worlds that used to be shit (mostly food districts) are now worthwhile. It has very strong synergy with other civics as well.
